Dubai Free Zone Company Setup Cost: What to Budget For
Published 11 September 2026Updated 16 September 20268 min read

Advertised free zone packages usually show the lowest possible licence price for a zero-visa setup with a flexi-desk. That number is real, but it is rarely the number you end up paying.
Below is how to build a realistic budget for a Dubai free zone company setup so you can compare offers on the same basis.
1. Licence and registration fees
This is the core annual fee charged by the free zone authority, sometimes split into registration (one-off) and licence (annual). It varies with the number of activities and the licence category.
Licence prices quoted publicly are indicative starting points. Your final cost depends on activity, visa allocation, facility type and current authority fees.
2. Visa allocation and immigration costs
Visa quota is often priced separately. Each residence visa carries its own costs: entry permit, medical test, Emirates ID, stamping and sometimes a refundable deposit. Costs differ for inside-country and outside-country applications.

An establishment (immigration) card is required before you can apply for visas under the company. It is an annual cost and is easy to overlook in a first budget.
4. Facility: flexi-desk, shared or private office
Cheap packages include a flexi-desk or virtual address. If you need a private office, warehouse or higher visa count, facility cost rises significantly and can exceed the licence fee.
5. Approvals, attestations and translations
Regulated activities may require third-party approvals. Corporate shareholders or non-English documents may need notarisation, legalisation or legal translation.
6. Ongoing annual and compliance costs
Recurring costs are as important as setup costs when comparing zones.
- Annual licence and facility renewal
- Establishment card renewal and visa renewals every two or three years
- Bookkeeping, audit where required and corporate tax filing
- Bank account minimum balance or monthly fees
- VAT registration and filing once thresholds apply
How to compare two quotes fairly
Ask each provider to quote the same scenario: same activities, same visa count, same facility, first year and second year separately, with government fees listed apart from service fees. Differences usually appear immediately.
Key takeaways
- Compare year one and year two together
- Visas, establishment card and facility often exceed the licence fee
- Ask for government fees and service fees to be listed separately
